OpenAI's latest usage data shows higher AI adoption by power-users across Europe, and that Europe uses 17x more "thinking" than the rest of the world.

OpenAI has published a new report, its 'EU Economic Blueprint 2.0', which presents new usage data and a set of initiatives intended to accelerate AI adoption across Europe.

The AI pioneer, in an announcement, said that its data shows typical power users use 7x more thinking capabilities than typical users, and that leading countries use 3x more thinking capabilities per person than lagging countries.

It added that the EU uses 17% more thinking capabilities on average than the rest of the world, that the most intensive Member State uses approximately 40% more than the least intensive, and that nine EU countries still fall below the global average.

To raise adoption among smaller firms, the company said it is launching an SME AI Accelerator in partnership with Booking.com to train 20,000 SMEs across the economy.

OpenAI, meanwhile, cited Eurostat figures showing that in 2025 AI adoption among small businesses was 17%, compared with 55% among large enterprises, and said the program will be delivered through OpenAI Academy in due course.

The company said it is launching a €500,000 Youth Safety Grant Program to support research on child protection, digital wellbeing and youth online safety.

OpenAI said it was the first American AI lab to sign the EU’s AI Act Code of Practice and that it continues to invest in safety.

It also said it will expand its OpenAI for Europe work in 2026 to support national AI priorities, including initiatives focused on education and health, AI skills training and certifications, disaster response and preparedness, cybersecurity, and startup accelerators.
