OpenAI co-founds Agentic AI Foundation

OpenAI has co-founded the Agentic AI Foundation under the Linux Foundation. The goal is to create a neutral home for open, interoperable agent infrastructure as agent systems move from demos to production.

Anthropic and Block joined as co-founders. Google, Microsoft, AWS, Bloomberg and Cloudflare signed on as supporters. OpenAI says the foundation is meant to give the industry a shared governance layer before agent ecosystems fragment.

OpenAI is contributing AGENTS.md, a lightweight Markdown file that gives agents project-specific instructions and context. It has spread fast. Since August, more than 60,000 open-source projects and agent frameworks have adopted it, including Amp, Codex, Cursor, Devin, Factory, Gemini CLI, GitHub Copilot, Jules and VS Code.

OpenAI is also donating other components. That list includes the Agents SDK, the Apps SDK, the Agentic Commerce Protocol, gpt-oss models and the Codex CLI. The company says the Codex CLI has already helped merge more than two million public pull requests on GitHub.

AAIF will operate as a directed fund within the Linux Foundation. Co-founders will add their own projects, such as Anthropic’s Model Context Protocol and Block’s goose. The foundation will bring in tool builders, researchers, enterprises and independent developers.

What it means

Agent ecosystems were at risk of splintering into competing protocols and runtimes. By anchoring this work inside the Linux Foundation, OpenAI and its peers are trying to set shared standards early, before the market hardens. For OpenAI, it also positions the company as a central architect of the agent stack while keeping the governance story neutral. For developers, the promise is straightforward: fewer silos, more interoperability and a stable place to build.
