Anthropic has told Claude Code subscribers they can no longer use their subscription limits to run third-party agent harnesses, starting with OpenClaw, in a billing change that takes effect from noon Pacific today.
The company informed customers by email and on Hacker News that affected users will instead be charged through a pay-as-you-go option, billed separately from their existing subscription.
Anthropic is offering full refunds to subscribers affected by the change and has confirmed the policy will extend beyond OpenClaw to cover all third-party harnesses, with further rollouts to follow.
Boris Cherny, Anthropic's head of Claude Code, framed the decision on X as an engineering and sustainability issue rather than a commercial one, writing that the company's subscriptions were not built for the usage patterns these tools generate and describing the move as an effort to manage growth intentionally to continue serving customers over the long term.
The announcement has landed in pointed circumstances. OpenClaw's creator, Peter Steinberger, revealed this week that he is joining OpenAI and that OpenClaw will continue as an open-source project with OpenAI's backing.
Steinberger said he and board member Dave Morin had tried to persuade Anthropic against the billing change and only managed to delay it by a week. He was direct about the timing, writing that Anthropic had first copied popular features into its own closed harness before locking out the open-source alternative.

Anthropic has not addressed that characterisation directly. The company's public position is that the change is an operational limit driven by engineering constraints, and that Claude Code subscriptions themselves are not being altered.
The episode puts Anthropic in an uncomfortable position. It is restricting access to an open-source tool at the precise moment that tool's creator has defected to its main competitor, and the company's stated reasoning, however reasonable in isolation, is unlikely to settle the debate about its motivations.
